Responsible for ensuring that the performance, reliability, and safety of the rail vehicle fleet are maintained in accordance with required standards. With support from Rail Vehicle Inspectors, the team evaluates maintenance operations, procedures, and systems, monitors and examines failure and problem data, and performs or facilitates analysis to determine the root cause of failures. The team ensures that appropriate control measures are in place to reduce the recurrence of critical failures. It collects evidence and technical data to support warranty claims and third-party contractual breaches. It conducts independent technical investigations of any safety-related defects and prepares professional technical reports.

Plays a leading role in the development and continuous improvement of ER Freight’s quality management system and processes.

Oversees any contracted maintenance services and audits maintenance operations, procedures, and work methods. Ensures that any engineering changes or modifications are reviewed and approved in accordance with ER Freight’s Engineering Change Control Policy and industry best practices.

Responsibilities:

• Ensure that all fleet maintenance policies, processes, procedures, and document control systems comply with industry best practices or as required by ECM regulations.
• Ensure that the maintenance department implements appropriate risk management and control measures.
• Manage, review, and investigate any nonconformities.
• Lead quality management and assurance processes and support other departments, such as purchasing, by conducting technical assessments and audits of suppliers or service providers involved in safety.
• Lead the reliability and performance improvement process, collect and analyze breakdown data and all maintenance-related statistical data necessary to monitor RAMS, address key risks, prepare performance reports against agreed-upon KPIs as needed, and review and verify all data and reports related to any contracted services, as provided by the third party (coordinate with the contract manager as needed).
• Develop and support performance improvement initiatives, improve maintenance processes and activities, and promote a culture of continuous improvement.
• Lead and implement technical investigations and prepare professional technical reports for all safety-related and/or critical failures. • Manage the line of mobile equipment inspectors, providing support and guidance when necessary.
• Work in close cooperation and consultation with other departments and divisions as needed.
• Lead asset management operations, including SAP system support.
• Assume responsibility for the safety of assets and the safety of others.
• Prepare detailed reports periodically with specific content as directed by the line manager.

Academic Qualifications:

• A university degree or equivalent qualification in a relevant engineering discipline, or extensive practical experience in a senior engineering role.

Professional Qualifications:

• Relevant engineering training and/or qualifications
• Valid driver’s license

Experience:

• Extensive experience in the maintenance of rail vehicles and rail transport systems.
• Ability to analyze, interpret, and make recommendations on engineering issues.
• Experience in Quality Management, RAMS, and Asset Management Systems.
• Extensive experience writing engineering documents (maintenance instructions, standards, procedures, etc.)
• Extensive knowledge of engineering change processes and configuration control.
• Work in hostile environments
• Proven ability to work under pressure.
